MINUTES OF ST. LEONARD’S WARD PANEL AGM
HELD ON THE 30th OF April 2008
1. LA stated that Rosalie Lawlor would be stepping down as secretary with immediate effect insofar as she had been appointed a Magistrate in London and, as such could not serve on a panel associated with the Police Service. LA stated for the record the superb job she had done as Safer Neighbourhoods Panel secretary for the St Leonards Ward for over two years and that she would be sorely missed. The panel and attendees agreed wholeheartedly.
2..The panel chose to defer the election of a secretary and vice-chair because of the late announcement of the meeting, the fact that other national events meant attendance was depressed and a lack of nominations on the night. Motion approved unanimously.
3.The panel chose to defer the examination of constitutional amendments due to the lack of a vice-chair and secretary and because of the fact that other national events meant attendance was depressed and a lack of nominations on the night. Motion approved unanimously.
4.The chair and Treasurer were returned to their posts for another year by unanimous consent of the panel present.

Minutes from previous meeting: Peter Lloyd was present but not listed.

LA promised to publish the website with details of the conversion of the FADS building.
Action: LA

JW and PL flagged up the issue of fire safety in the new post office in WH Smiths on the High Road. NM to speak to the Fire Service regarding risk assessment. LA mentioned this is an example of the purview of safer neighbourhoods in that the fire service falls under the Safer Lambeth remit.

Police Report: Burglary down but still high. Knife arches being used in rail stations. PC Steve Christmas off injured. Others off (Michael Cuell and Mustafa Abdul Hussein to be PCs, Jennifer Partridge to another job in the Police). 2 new PCSOs to join straight away, the balance to be assigned later to bring the total to 6. Multi-occupancy buildings – legislation on locks required? BP to take the question to the council. New A23 team (1 Sgt, 6 PCs) to be provisioned soon; this will take pressure off the existing SNTs who can spend more time patrolling off the High Rd.

Officers Reports: RW, none. LA, Safer neighbourhoods Co-ordinating Group met at Streatham nick. Sharon Rowe consulting public on future of Streatham Police Station – LA to inform and post links. CB suggested local public meeting. PL expressed support as did GL and others.

Patricia Sauer reported on street parties: Tim Jackson leading for the council on removing charge for having street parties. Should go forward as “no charge”.

Flytipping @ Central Mansions: CB spoke to Insp Duffy about this and PC Young spoke to Alan Grafton and the shops. There are people living above the shops who need access behind the shops – once this is sorted with electronic lock or similar the problem should be mitigated. SNT inquiring as to details and is ongoing.

CB had to leave early for local election work.

Publicity suggestions: publish good news, pursue quick wins and publicise, unique selling point of SNPs/SNTs, publish best practices, work closely with Streatham Festival, advertise in Lambeth Life, publish Streatham Newsletter.
